The EU institutions have some of the best ethics rules for lobby transparency, for Commissioners and staff to cool-off before taking the revolving door into a lobby job and against other conflicts of interest.

Yet, the rules fail when put into practice. Third countries like China and Russia are still able to buy inside knowledge of EU institutions. The implementation of the rules is too fragmented and politicised. Ethic rules should therefore be implemented by an independent body. The new EU Commission finally promised such an independent EU ethics body with its election last year.

The European Parliament appointed Daniel Freund (Greens/EFA) as rapporteur to draft how this body should look like, together with shadow rapporteurs Social-Democrat Giuliano Pisapia and Gilles Boyer of the liberal Renew group.

Come join these key decision makers and law professor Alberto Alemanno for a discussion on how to best design such an independent EU ethics body! Alemanno will present his recent study on legal options and a comparison of best practise bodies from France, Canada, Ireland and the UK.
